Dato’ Sri Ab Rahim bin Ab Rahman was appointed as a Member of Corporation (MOC) of  PR1MA on 13 January 2026.   

Dato’ Sri Ab Rahim is currently the National Budget Director at the National Budget Office (NBO), Ministry of Finance (MOF) Malaysia. He is a senior Administrative and Diplomatic Officer with 29 years of experience in the public sector, with strong expertise in public financial management, fiscal governance, government development project and national economic strategy.  

In his current role, Dato’ Sri Ab Rahim leads Malaysia’s national budgeting process by ensuring the prudent and equitable allocation of financial resources to ministries, departments, and related governments agencies aligned with national priorities. He also supports the institutionalisation of fiscal reforms and performance-based budgeting initiatives, including Outcome-Based Budgeting (OBB), to strengthen transparency and accountability in public spending.  

Previously, Dato’ Sri Ab Rahim served as Under Secretary of the Government Procurement Division (GPD), MOF where he strengthened governance in government procurement and monitored implementation performance of the ePerolehan system. Prior to that, he was Deputy Under-Secretary of the Operations Sector Office, Remuneration Policy and Management Division (RPM), MOF overseeing core management functions including administration, finance, human resources and remuneration policy implementation.   

Dato’ Sri Ab Rahim holds a Bachelor of Arts with Honours from Universiti Malaya (1996), a Diploma in Public Administration (INTAN) (2000), and a Master of Science in Information & Management from UiTM (2005). 

Apart from being an MOC of PR1MA, Dato’ Sri Ab Rahim currently serves as the MOF representative on the Board of Directors of Universiti Malaysia Terengganu (UMT) and Perbadanan Putrajaya (PPj).
